Can Min/Max planning take into account Substitute Item on-hand quantity?

Summary:

Min Max is set up on a schedule to run twice daily and replenish between inventory organizations. Item substitutions are configured and are working as intended to create a pick slip for substitute material when original transfer order item has no quantity on hand in source organization. When another Min/Max process runs, Oracle creates another transfer order as it sees the quantity of the original item is still below Min level. Oracle again substitutes the material appropriately; however now duplicate stock exists of the substitute item within the inventory organization.
