How do I keep a table with repeating elements from breaking across multiple pages?

Summary:

 I am trying to develop a PO rtf template to upload in BI Publisher. When the file runs if the PO is too long, part of the items table that has a repeating element is broke across multiple pages. I have tried table properties -> uncheck "Allow row to break across pages", and the Paragraph tab -> checking both "Keep with next" and "Keep lines together" with no change in the output.
