HR rep unable to see information in PI notification some of time

Summary:

Some notifications coming from updates of personal contact information to the HR reps have the message "The data that has been changed is personally identifiable information. You don't have the necessary security to see the data."

Randomly, a notification from updates of person contact information will include the message that the HR rep does not have the necessary security to see the data. I don't believe this is a role issue as it works some of the time for the same data change and other times the error is received. See two screen shots below showing how one email notification for a phone update showed the data and then the next one had an error. We can't replicate it because of the random nature.
