Is it possible to configure document of records access for pending workers?

The reason for the ask is we enabled a Journeys task for pending workers to submit their banking information as a pending worker. The pending worker adds their banking information to the upload field within the Journey and selects done. The payroll team is then sent a completion notification (does not include the attachment) that the pending worker has completed their banking task. What we would like is to have the task go through DOR so that an approval workflow can be used so that payroll does not receive a completion notification, instead, they receive an approval notification for them
