What is the definition of "Originating" and what is the difference between "Originating" and "Qualified"?

During item FTA qualification, there have been cases observed that some items are NOT "Originating" but "Qualified" or vice versa on both parent and child level. Is there any chance to get some explanations on "Originating"?
