Use of Initial Assignment Status "Pending Fulfillment" while creating a learning assignment

Summary:

When we create a learning assignment/initiative at Course/Offering level (as admin) under Advanced Rules >Learning Assignment Rules> Initial Assignment Status, there are three statuses:

1. Active
2. Bypass Completed
3. Pending Fulfillment

What is the use of "Pending Fulfillment"? I know the first two actions and purpose.

I am trying to understand when we can use this action when we create an assignment as Administrator.

The course level Manage Default Access> Leaner Self-service settings>Initial Learning Record Status = Active.

The Pending Fulfillment is a status given to the course for the following reasons:
