Internally Transferable flag and Transfer Orders Enabled flag are not updated correctly via rest

We could see that the internally transferable flag and transfer orders enabled flag are not updated correctly while connected to rest services. Currently we could see that in item template the flag is yes. While in item statuses it is no. But in the rest services, internally transferable flag is mapped to yes while transfer orders enabled flag is set to no.

We have done the testing as suggested by oracle. But we could see that attributes- internally transferable flag and transfer order enabled flag are not defaulted from the template that we are using. Please find the root cause.
