Error change Planned finish Date Project Task

We faced error 'You can't update the selected tasks because project-related transactions exist outside the specified dates for one or more tasks. (PJF-2236593)' when changed planned finish date in project task to 1-Dec-2023

After Checked we found that there is PO transaction that has been cancelled with expenditure date 31-Dec-2023.

Is this standard behavior that the system validate to this PO transaction eventhough the PO has been cancelled?
