Received error while creating AP payments through VBCS

We are trying to create Payments through VBCS.

Received following error while creating AP payments through VBCS 'Applying List binding LOV_Payee with given set of values leads to no matching row for a row of type :Payments, key oracle.jbo.Key[300000025388048 ] (25072)'
