Bulk Update Tax Rate Code Description but not able to find a mass uploader for the same.

Summary:

We are trying to update Tax Rate Code Description but not able to find a mass uploader for the same. We are tried setup and Maintenance Import and Export and it is failing all the time. We have some 1500 Tax rate codes to be updated and we are looking for a bulk update facility. I am not finding a REST/SOAP for this as well.
