“Import User and Role Application Security Data” -user does not have sufficient privilege to perform

Summary:

I tried to run “Import User and Role Application Security Data”, but I got ESS-02002 User .****.. does not have sufficient privilege to perform operation submit/Request Job/Definition: //oracle/apps/ess/hcm/ApplicationSecurity/AseimportUsersAndRolesJob".

Can anyone explain me why, since with same user I'm able to submit other process, like “Send Pending LDAP Requests” and “Retrieve Latest LDAP Changes”?
