Reassignment request requires 'To' field to be mandatory

Summary:

When a user or admin creates reassignment request. both from field and to field were left optional which is a problem because users are not selecting any name for 'To' field and simply submitting an incomplete request.

So, this is a request to oracle to make from and to fields mandatory
