Tax rule by tax classification code at the customer level

We have a scenario where a customer site has an exemption, and the tax rate should be zero. The system should not calculate the tax rate using the tax classification code from the transaction level. This exemption is at the customer site level. We would like to create a tax rate rule to check if the customer has an exemption. If so, the tax rate should be zero. If not, the standard tax rate should be used. Does anyone know if it is possible to create a tax rate rule that checks the tax classification code from the customer site
