Learning assignment creation slow/delayed when "Process Learning Records" scheduled process runs

Summary:

In August 2023 we implemented Activity Sequencing and replaced the learning processes "Evaluate Person IDs for Assignment Rule" and "Reconcile Dynamic Assignments" with the new "Process Learning Records" process. This runs twice daily to assign learning via initiative. We have found the process takes a lot longer to complete than the combined running time of the two former processes - often up to 1.5 hours or longer.

While the process runs, the learning team has reported that it takes longer to create learning assignments than it previously did, taking up to 30 minutes for a created learning assignment to show in the UI. Creating assignments kicks off their own "Process Learning Records" processes, which run while the scheduled process is running. The delay is noted if only a few or many assignments are being created at once. The delay is noted intermittently, not consistently. Once the scheduled process finishes running, the team reports that assignment creation is much quicker.
