How do you change Text on a Field

Summary:

On the Termination Action screen, are we able to change the Text of the question? Please see screenshot attached. For example, are we able to change the text of the question " When does the termination take effect?" to "Termination Effective Date"? If so, how is this accomplished in Oracle?
