Can we control access of Creating Contract Term Template and Contract Clauses on basis of Intent ?

In Contract management > Term Library > Term Templates > Create Term Template (+) has option of selecting Intent as Buy or Sell. Whereas Client has requirement that selection of Intent (buy or sell) should be allowed to specific users only. That means, User for Procurement side should only be allowed to create Buy Intent Contract Term Template whereas User from Project side should only be allowed to generate Sell Intent Contract Term Template.

Same case with Create Clauses under term Library respective user should be allowed to select respective intent for clauses.

We have explored the option of controlling the same with Role Privileges, but no Privileges relating to Intent in Contract term Template or Clauses available.
