Unable to add operation to released Work order

Summary:

Unable to add operation to released Work order

We have released the WO with with definition having 1 supplier operation seq 10 that needs 3 items as well.

Now, PO is already created and received. Additional 3 items also issued to supplier operations by going to Manage supplier operation and manual reporting. However operation is still in Ready status. Now, We want to add 1 more operation however facing below error message - "You can't add Count Point operation 20 because there are product completions or reversals at the last count point operation 10. (WIE-4426032)"

Now, there are no completions and reversals at operation 10 . So, why system is not allowing to add another operation. Production transaction history show only 3 records of material issue.
