User is getting entire NR package even though I have a limiter on their access

Summary:

First time trying to use Distribution. I have a Distribution rule set up for 3 users, 2 are supposed to get the full package, one (Teresa) only supposed to get one statement. The Distribution is executing fine, but everyone, including Teresa, is getting the whole package.

Snapshots of the setup below. What am I doing wrong?

Does it have anything to do with the fact that we are all admins? (trying not to bug the actual users till we get it figured out).

Does data access come into play with the Access definitions here at all?
