Negative inventory balances issue

Summary:

Business user has ship the material without having any stock in the warehouse. Records got failed and struck in pending transactions with error of "Negative inventory balances are not allowed in this organization."

There is no plan of having stock for these items in near future. Hence, business wants to clear these transactions.

Also, we want to avoid users to perform negative inventory transactions at shipment level before doing ship confirmation.
