my profile is ACTIVE,but unable to upgrade

My free account expired today and I received an email notification. I am trying to upgrade from "Upgrade and manage Payments" but it shows the following:

"You are not authorized to do this. Please contact your cloud account administrator for more access."

I'm the administrator.
