I don't see "Add New Comment" in the word Report Package when opened from Smartview

Summary:

In the review phase, I'm trying to add a new comment to a Word doclet from Smartview but I don't see the "Add new Comment" option under Narrative Reporting ribbon. The below text was highlighted and checked out for commenting but still I don't see "Add new comment"

Any leads are appreciated.

I'm using Smartview version 23.100(Build 167)
