Learning - Reporting on Penetration Rate

Summary:

We would like to be able to report on the penetration rate of our learning module. I think the idea is to report the percentage of people assigned to a learning item over the entire population.

We hope to be able to filter on a number of assignment attributes (Grade, Job, Organizational Hierarchy, etc.) and be able to filter on learning items.
