Finally Close role for Requestioner's

We would like to give the ability for our requisitioners to Finally Close PO's but not Reopen them. While our Buyers should have the ability to do both.

We are trying to better manage our workflows and have our requesters manage their orders.

Currently only our buyers have the role to Finally Close and Reopen PO's. We would like to investigate the opportunity to give the requesters the role/privilege to Finally Close their orders but not allow them to Reopen them. At the same time we would like our Buyers to be able to do both.
