Item specifications getting defaulted from master org during item import using FBDI

We are assigning items to the child organization using FBDI.

Whenever a particular column is left blank then the import is taking a value from the Master organization:

For eg for an Item SERV_BILLING_ENABLED_FLAG is set as 'Yes' at master org.

And for the child org we wanted to keep this flag as 'No'.

The Control for this flag is set at organization level.

While Importing the item for Child org we kept the value blank for SERV_BILLING_ENABLED_FLAG , but when the item was created in child org the Flag should have value as 'No' but instead the value was defaulted as 'Yes' as per the master org.
