how to Stop processing the Requisition to PO and making the Negotiation mandatory with a Error message. 

and not just the application provides a warning that you are bypassing the formal negotiation process which is still allowed to continue.

Currently the application provides a warning that you are bypassing the formal negotiation process which is still allowed to continue.

But Client requirement is to show the error message complete the negotiation and then process to PO
