How to add Learners to a Specialization automatically?

Summary:

To give context, let's say that a Specialization consists of 3 courses. The learners are managed at offering level. If a learner completed one of the 3 courses, how do I get the system to pickup that the person can now be added to the specialization automatically. So as they complete the offerings, they are added to the Specialization automatically.
