How to capture ALL Users actions performed, and timestamps since Fusion has been implemented ?

Version: Oracle Fusion Cloud 23C

Question requested:

Do you know if exist a how to or any way of capturing ALL actions performed and timestamps performed for all modules of all Users (Actives and Inactives )since Fusion has been implemented in any company)?

My request from my ORACLE customer is this: He need due SOX requeriment to enable comprehensive logging of user activities within the application. How to see clearly the loggings of user activities , I mean, capturing users actions performed and timestamps. (and ensure that this logs cannot be modified and are stored securely.)

I investigate in all Oracle Manual docs , MOS, asked in CCC community and foros and CCC Coleagues really kindly revert to me:
