Writing back actuals from Planning to GL

Summary:

Hello, I have successfully built an integration in Data Management/Data Exchange where I want to write back actuals and budgets to Fusion GL (DEV1).

Earlier I also successfully loaded actuals from the ERP Cloud GL instance to EPBCS.

So, the data integration has run successfully (extract, import, export) and a .dat file is produced but where I am confused is that the doc below

speaks of a flat file whereas this is a direct integration. So are these journals now supposed to be created in GL or do they need to be imported first. I guess latter is in scope of the Fusion Financials team but want to know if all is good at the EPBCS end.
