Setup labor rate schedule by project roles

Need to configure rate schedules for time-sheets with project by project role

I created a rate schedule with schedule type Project Role but can't seem to associate it to Labor schedule type in Manage Organization Costing Rules. We are trying to derive rates based on project role of the person creating the time sheet
Can anyone advise please?
