How to add resources in project management which can be used across multiple projects

We need to add resources into project management which are then available to be selected at task level for all projects.

We need to load project resources which can be assigned to multiple projects. Presently, we need to add a resource to a project (Manage Project Resource>Add Resource), then we need to assign it at the task level in PROJECT MANAGEMENT.

Present method is:

1) Add the resource at project level

2) Add the resource at task level

Is there a way we can load resources into project management which can then be selected at task level without the the need to first add them at project level.
