Can Author Refresh DB for Data sourced from Planning

Summary:

We have Authors, who enter numbers in planning and go to narrative reporting to enter narrative for the number they enter in planning, but they don't see the "Refresh DB" option, it's disabled. They are not the owner of the RP, and it's a pain to ask the Owner of the RP to refresh every time because they are from a different team also Authors might make updates go back and forth between planning and Narrative Reporting, so is it possible for the Author to refresh the DB as a user?
