23D Actions Button missing for learners - Also missing Print Transcript

When I go into 23D I do not see the Actions button for the user nor do I see the Print Transcript button. I checked the security for the WLF_PRINT_COMPLETION_CERTIFICATE_PRIV and it is present. However, Actions button is also missing for production (23C). I have to wonder if there is something in Redwood interface that I did not configure. Any ideas where to look?
