Why don't Attachment and Comment icons in Inspection Plans light up when there is content

Quality Inspection Plans consist of Characteristics. When an Inspection Plan is presented and you add Attachments (paperclip) and/or Comments (a different icon) to one or more Characteristics in the Plan, these icons do not light up so that you can easily identify where there are comments or Attachments to be opened by clicking on the icons. In EBS these icons lite up to make you aware of the existence of attachments/comments. Is this a bug in Cloud?
