23D Partial word searches No Longer available as Learning Admin

Summary:

In our Production Environment - we are able to do Partial Word Searches in multiple fields in learning and receive results.

In the 23D environments - we are not getting any results using the same criteria. We have tried using the % wildcard, but this is not working either.
