Termination assign direct reports automatically

Summary:

During a termination transaction it is possible to assign the direct reports to another Line Manager, is there way to be automatically assigned to the LM+1?

Also, using HCM Design Studio we can't make mandatory only required. Do you know a way to do it? Since it legal requirement to add the paper of the termination during this transaction.
