Limit department selection list

Summary:

Is there a way to limit the list of departments someone can see in the list of values based on something other than business unit? I know we can use reference data sets based on BU but we would like to restrict it based on something else like Country for example or LDG.

We don't need to restrict visibility in security we are just trying to allow for a smaller subset of departments when managers need to select a department, and we have a lot that could be grouped by countries instead.
