Workflow approval on Offering (Requested) not triggering when waitlist capacity is reached

Hi Team,
We have a course with no enrollment approval defined (Active), but the offerings within it are set to trigger enrollment approval (REQUESTED).
The workflow approval is working fine at offering level, learners are able to enroll which goes for approval and their assignment gets activated post approval.
But the same thing is not working when the offering seats matches the maximum capacity. In this case when we have allowed to join the waitlist, the learner enrolls but without going for approval it is directly added to WAITLIST. And when admin increases the capacity they are directly activated and added to offering as Not Started with no approval taking place.
