How to apply Custom Hold on Order Lines as well as Fulfillment Line By using Extension

Summary:

We would like to replace order orchestration customization with OM extension. One of the custom step in custom order orchestration process applies holds using SOAP webservice. When we replace it OM extension to apply holds at line level, only holds get applied at fulfillment line level. ON_HOLD attribute at line level is N and ON_HOLD attribute at fulfillment line level is Y. How can we set holds at order line level?
