The ability to rename quick actions, apps and tiles without personalisation

Is it possible to rename any of the ‘quick actions’ without a personalisation? For example, we would like to rename ‘personal detail’ quick action so that its more meaningful for our employees i.e. D&I Declaration?
Similarly, is it possible to rename an app name so that it’s more meaningful without a personalisation?

Is it possible to rename tiles including their description so that they are more meaningful without a personalisation?
We do not want to make any personalisation to our version of oracle fusion as they are not supported by oracle and oracle quarterly releases may remove them.
