Add a Nonworker, person type display sequence doesn't work

Configured lookup PER_NON_WORKER_TYPES in this way:

1.      For unused ones added in front DISABLED

2.      Changed the Display Sequence


3.      When under HR-> Add a Nonworker, nonworker types isn’t ordered based on Display Sequence
