Colorado state employee retirement benefits year end reporting

Working with a school district in Colorado whose employees are participants of PERA.

PERA has a very specific requirement for reporting year end data in the exact EFW2 SSN file layout.

Oracle does not provide for this file, nor have we been successful with receiving this file from ADP.

The file provided by ADP last year required 3 weeks to modify before it could be submitted.

I am looking to see if there is a customer who currently created a solution for this.
