Tender Offer OutXML - Stop Reason

Summary:

Within the Tender Offer OutXML, under the shipment stop segment, there's a Stop Reason (highlighted below). I'm trying to find what database table this is stored in or whether it is dynamically derived. It is not contained in SHIPMENT_STOP, SHIPMENT_STOP_D, nor SHIPMENT_STOP_DEBRIEF. Can someone please advise?
