How to change Location type where Inventory is available

Summary:

We have encountered issues in facilities where user have changed locations from Reserve to active and when LPNs are put awayed in those locations are getting Consumed.

Please provide us steps how to bring them back to located status and also, how to change the location type from Active to reserve as system is not allowing to do so even when we have changed facility parameter " LOCATION_UPDATES_WITH_INVENTORY as yes.
