Want to remove receipt creation privilege from Receiving Agent Role

Business wants to restrict receipt creation during month end time for expense items (not using Inventory fully) and just want to remove Privilege from this role. Pls suggest which one need to remove so I can restrict receiving between 26-Nov to 1-Dec. If any users created receipt and its problem to AP team.

Pls suggest the way to achieve this. or suggest the best practice as Periods not exist in Fusion if don't opt for Cost Period.
