Annualization factor question

Summary:

Hi Experts,

Annualized Full-Time Salary = Rate*Annualization Factor

Annualization Factor is attached to the Salary Basis.

But as per the Oracle documentation Annualization Factor for Hourly Rates = Legal Employer Standard Working Hours per Week * Weeks per Year

So Annualization factor is calculated based on Legal employer standard working hours or it is coming from salary basis?
