Getting error "Benefit Relationship is not added for employee" while trying to load benefit balance

Hi Team,

Recently we have a requirement from our business benefit balance needs to be loaded for few employees based on certain logic. We are not implementing Oracle benefits module. So we have not added benefit relationship for any employee. If we go to benefit enrollment screen and try to add benefit balance without adding any benefit relationship, system does not throw any error and adds the balance.

So going ahead with this approach we were trying to load benefit balance via HDL without creating benefit relationship. But this is erroring out and we have to first create a benefit relationship and then load benefit balance via HDL. Now since customer is not implementing Oracle Benefits, creating benefit relationship for all employees is not a preferred solution for them.
