How we can change the inspection characteristic's language if its used in approved plans?

Currently we are facing the issue when we are trying to update the characteristics in different language its showing error, the characteristics is used in approved plan.

As a business prospect we have many sites, and we can not create all characteristics in one time for all languages, and once the another site required the change language for same characteristics, its giving as an error.
