Failed to start internet key exchange(IKE) protocol daemon process

Dears,

I'm using prebuilt OCI Labs for lab activity of Configuring CPE site to site VPN and at IPSec Configuration step, I got stuck.

Ipsec services cannot be started for the Failed to start internet key exchange(IKE) protocol daemon process reason and Ipsec verify complains about Pluto not running.

I'm a typical Windows guy and Linux is bit of grey area for me, so I need assistance from the experts on possible solution.

Oracle Support has provided me CPE related docs but till now I haven't found any relatable solution.
