How to categorize any use case as Configuration OR Customization as part of Oracle SAAS, PIM ?

Summary:

As part of Oracle SAAS under PIM, we would like to understand the basis of categorization between Configuration and Customization.  We need to identify the business processes which can be handled using Configuration and which can be achieved through Customization.

As per the Oracle documents, it is not very clear for few cases, if the solution falls under Configuration or Customization. 

Example: 

In oracle document, under "Guidelines for Using Page Composer", below is mentioned as 'Configuration'. "For certain applications, use Page Composer to configure application page components, such as page content and layout for other users."

In some other place under "About Customization Tool", it mentioned that setting up under Page Composer is termed as Customization.  So, these contradictory statements are creating dilemma while categorizing the different use cases.
