Connection Refused Error in Smart View

Some users are experiencing an intermittent Connection Refused error in Smart View when attempting to refresh or login. What are some possible reasons for this message?

Content (please ensure you mask any confidential information):

Only some users are receiving this error and only intermittently and if they keep attempting are able to refresh successfully. Does not appear to be file specific as other users are using the same files without issue. Does not appear to be Smart View Connection setup issue as they are able eventually to connect and refresh.
